Otokage and Hokage meet in Person

The Otokage smiled after showing his letter from the Hokage to the Gate Guard they let him through pointing him torwards the Hokages Office. It was quite easy to find it he was now right on the outside of the Hokages Office he knocked Twice on the door. "Lord Hokage I am the Second Otokage Shingen Blud I am pleased to meet you" The young Otokage Tilted his Otokages hat back showing his face off to the older male.  The young man the heard Shukaku laugh in his head "Yeah reallll Official Sounding Lord Otokage" Shukaku said in his head laughing very loudly In Shingens head. Despite Shukaku poking fun at his face stayed the same he was used to listening to the mad Raccoon Dog ramble.

Naraku was sitting in his chair, the final piece of paperwork out of the way. It was horrible picking up after the last Hokage, rest his soul. He leaned back in his office chair removing the white and red hat, the fire kanji obvious as he say it down on his desk and removed the white garments. The door knocked twice and a man's voice rang through, the door was open so they could see each other. He liked the polite manner of the man to knock before entering, then Naraku stood and responded "Ahh Welcome to Konohagakure, I will have a room ready for your stay. I am the Second Hokage, Naraku Otsutsuki." A wide smile would come across his face as he was overjoyed to being having great foreign affairs, He signaled with his right hand across his desk an offer to shake hands. "Pleased. Have a seat if you would and we can begin." Naraku would sit after his guest like a host should.

The the Otokage Smiled shaking hands with the Hokage and sitting down. "If you don't mind I will take off my Kage Hat this thing is always uncomfortable to wear" The young Otokage said taking off his Kage Hat. "Phew that's good I thought this would be an ambush due to my Magnet Release" Shingen said to the other man with honesty. "So what would you like to discuss first?" The Otokage asked. Looking torwards the Hokage he didn't no if the Hokage knew what it meant that Shingen had the Magnet Release he wanted to know if the man in front of him knew of the Jinchuriki and discuss the peace treaty as well. " I also thank you for allowing you to see me at all I know I don't seem that trustworthy due to my predecessor" Shingen of course was talking about the man he had a war with the First Otokage who was A Ninja Warlord.

The man sat down and removed his hat, he spoke calmly releasing information about his self that could be critical in the right situation. Naraku looked at him when asked what to discuss and responded accordingly, "Well I believe this meeting was called to discuss the idea of peace and diplomatic acceptance for one another and help." He took a moment to reach into his desk and lay a scroll on the desk opening it to reveal the blank paper, he then grabbed and ink well and placed it on the desk too. He began to speak some more "I hope you don't mind that I record what we do here, Now let us discuss actual diplomacy. So what is it you seek from our united villages? I propose to maintain equal in power we together hold our Chunin Exams in an Arena here in Konohagakure, together we will decide the genin allowed to become Chunin. Agreed?" Naraku awaited the response of the newly established ally. He would begin writing on the scroll stating his first proposal of the meeting.

"Yes that seems fair enough to me it would also give our genin mutual respect for eachother by doing it this way so need to worry there it will help for a more peaceful alliance in the long run long after I'm far gone from this world I think" Shingen said truthfully he wanted to be truthful with this man because being truthful was the one true way to gain someone's respect in his eyes. The younger Kage looked at the elder man with his kind eyes and Shukaku was saying something strange in his head, but Shingen Ignored it. "I'm very flattered that you see Otogakure as an equal power as Konohagakure Lord Hokage many previous Kage's around the world would only use Otogakure as pawns or barely worth their time" Shingen gained a lot of respect for the man in front of him said that. The Otokage nodded towards the Second Hokage to continue.

Naraku continued to write the current agreement down on the scroll, He then looked up at the Kage "Well all villages and all ninja are equals, we are all of the same world by nature. It is our actions that set us apart from one another, now where were we?" He looked down at the scroll re-reading the information he had currently documented, he then continued to speak "So second, where do we stand in the event of a declaration of war? I propose that should a war strike up with one of our villages than the ally is also a part of the war helping to end the fighting as quickly as possible." He would scribble it down and then look back at the other Kage who after made his claim on this subject would give an appropriate response.

Should the Kage agree and the discussion continue to then he would state "I would like to state that this alliance will be greatly admired in the other nations. Now as it was stated in our agreement on war, in the event it breaks out we will need to assign the Head honcho between us to establish functional rule. I know this will be a deep discussion so I am prepared, but we will need to ensure this is settled to make sure that the units and war efforts are following 1 law and not multiple. This will make mistakes and confusion non-existent in the field." He would look at the Otokage waiting for this discussion to play out.

"Yes I agree with you the fighting should end as fast as possible" the Otokage was a Veteran in these types of scenarios, he had to learn to fight at a very young age. Then when he heard who should be the Commander of the two Countries during war time. "Hmm being a Commander in a war before I want to say that I don't want to be a Commander again I would recommend you do it but if you want me to be the Commander I understand" The Otokage said showing his experience in the shinobi world despite only being nineteen years old. The Otokage looked to the elder man with a serious face for once this was a serious decision he wanted the Hokage to think long and hard about it.

The serious demeanor of the room was ever so present, He began to speak "Well If you resent the idea so much then, How does this sound you will be the head figure over everything except the battle, However I will put myself in the midst of the battle leading our ground units. Do we have an agreement?" He awaited the Otokage to repsond, it was a big decision that they would have to come to some agreement over.

"Yes that seems fair as long as I am in some battles as well, I used to be a full time ninja I'm at the same level as you are Ill let you command me on the battlefield as well I look forward to working under you Commander Naraku now lets talk about less dire things shall we" the man said with a weary smile. "Ha what a wimp" Shukaku said with a laugh. The young mans smile returned and so did his kind eyes the eyes that showed caring for all sentient life.

Naraku let the serious moment fade and the words ring through his mind, it was now time to step into the lighter side of life. "So, now on to another thing we can benefit from. I feel exchange of information, Meaning should you learn of some foreign affair it be reported to use, and like wise we inform you yes? This way we can keep our people on the same intelligence levels." Naraku then laughed as a slight gurgle was hear in the room "I'm sorry, my stomach. Care for a lunch break?" Naraku looked at the Kage figuring after such travel he too would have obtained an appetite of his own.

"That seems fair enough I agree to share info with you on an regular basis" the young Otokage said. Shingen then heard the man in front of his stomach was growling. "Haha indeed for a second there I thought one of the Nine Bijuu was attacking, only joking mostly" Shingen said a light hearted joke all these political always made him hungry.

Standing up a smile came across Naraku's face, anyone that knew him knew he was a gambling man. "What do you say to a little bet? Say a little bout and the winner has to buy lunch?" Naraku looked at Shingen, he hoped this would work out and that they would see each others ability as a ninja.

"Hmmm I don't mind but I don't want this fight to be a short spar no major injuries " the Otokage said to the older man. Shingen only wanted to be away from Otogakure for a short time there was still much to be done there and it would take longer to get back if he was injured. Shingen didn't want to get rusty either though since he became Otokage he has been in a lot less fights.

Naraku smiled as he walked out to the door talking, "Follow me, I promise it is a mere spar, no need in attempting to inflict real devastating pain to one another. However someone is paying for lunch." he began to chuckle as he would hopefully have lead the friendly Kage into a room on the bottom floor of the building, it was an indoor training field about 90 meters by 90 meters with a 60 meter roof. No obstructions just open grass only enclosed by walls, Naraku would walk out to the middle of the field and turn to face the other Kage if he had followed. Keeping a 10 meter margin of space between them, it was going to be fun to see how this many survived the previous years. "Are you ready? I am please make the first move." He smirked as he prepared to move and retaliate.

Shingen followed his opponent to the area were they are going to fight. Shingen analyses his opponent. Shingen then watched his opponent carefully waiting for him to make the first move the young Otokage knew he could never be to careful. Then he ran at the Hokage head on intending to punch his opponent though he doubt it was going to be easy. "How about we start out with the Basics" the Otokage said as he punched towards the Hokage with his gloved hand.

Naraku watched as the sparring partner charged, his speech a clear request and his punch aimed for the face. It was apparent to him that in this instance the speed of this adversary would put Naraku at a reaction advantage, allowing the punch to enter its finally stages of under a meter of distance from his face. Naraku would shift his head ever so slightly to allow the punch to hopefully pass by his face and be unharmed, if the punch had been unsuccessful as it should be based on their movement speeds and the inability to warp a punch after traveling its path so far. Naraku would be able to retaliate with a firm Kick aimed flat footed  against the lower portion of the Otokage's rib cage, the force was only enough to hopefully knock the man back a meter or two. This would allow for room to send a punch for the bottom right corner of the Otokages chin, this was hopefully a solid hit and enough to knock him to the ground he presumed. Of course the following actions still rested on the first punch of the fight.

Shingen grunted he was hit 3 times in a row and was now on the ground, and thankfully this was just a sparring match. Shingen then jumped back to his feet quite easily and then he smiled "Hahaha sorry I'm not that good at fighting in spars I dislike hurting people unless absolutely needed so it seems I lost"   Shingen was not interested in hurting his ally he couldn't do it the man was no enemy of his. Shingen hoped the Hokage wouldn't see him as weak because of his softness towards others.

Naraku smiled at his new ally, "That's fine, I hope I didn't hurt you my friend." He would turn as he began walking towards the door. "So I'll pay. You come before you head back to your village?" He would make his way out the building and all the way to the Ramen restaurant.

"Yes of course let's go I need to get back to the village soon but food doesn't sound that bad before I go" The Otokage said with a smile. Shingen then followed after his ally to wherever they were going to get some food. Shingen sighed he would have to walk back to the village after this luckily it wasn't far.
