60 is a bit big for an A-Rank without real drawbacks or a bigger chakra cost. Reduce it to 40 or bring up the chakra cost. Also, this jutsu is technically maintainable, so you can add a maintence cost if you want, though you must note you must determine where an attack must land and add the chakra to that specific spot.

I'm sorry, I read it wrong. You can change the 40 back to 60, and increase the cooldown to 5.
