When it comes to training ones pool capacity, it requires 200 words to add 10 pool points (PP). To answer a question yes you can gain SP and PP with 1 post.

Now:

When it comes to training ones pool capacity, it requires 750 words to add 5 pool points (PP). To answer a question no you can't gain SP and PP with 1 post.
