Senmeigan

Origin: The origins of the Dōjutsu are unclear, even to the elders of the Monokuro Clan. Unlike other Dōjutsu, inside its clan, the Senmeigan is considered more of a curse than an advantage. Few of the holders ever manage to actually control it, thus rendering them useless as shinobi, forcing them to either leave the clan and take up a different path, or limit themselves to Bukijutsu. Oftentimes, a member might exchange their Dōjutsu eyes for a pair of normal ones if they find a donor. The spare eyes with the Dōjutsu though must be destroyed, or given to a clan member who didn't have them in the first place; it's a long-going tradition and rule in the Monokuro clan that their Dōjutsu should not fall in the hands of an outsider.

Description: The Senmeigan's sole ability is to freeze a person's chakra for as long as the Dōjutsu holder's eyes are locked on said person [The place they stare the target at doesn't affect the Dōjutsu's effect; it can be direct eye contact, or staring at the enemy's back, etc. It works either way.]. This renders said person's jutsu and chakra enhanced stats/abilities useless. If, however, the Dōjutsu holder blinks or averts their eyes, the disablement of chakra is no longer active, until their eyes fall on the target again.

Limitations:
- While the Dōjutsu is active, the holder's own chakra is disabled as well, also rendering them unable to use it for jutsu and the like. Unlike its active disablement of chakra, the user does not gain their ability to use their chakra when they blink or avert their eyes from their target. They can get the ability to use their chakra again only when they deactivate their Dōjutsu.
- While it disables chakra use, and along with it jutsu, the Senmeigan does not disable other Dōjutsu, nor jutsu that require the use of Dōjutsu.
- Generally, deactivating the dojutsu and keeping it deactivated is the most difficult part, and even high rank users have difficulty deactivating it when in stressful situations.
- If blindfolded while the Dōjutsu is active, only the user will be affected by its ability.
- If the Senmeigan is activated while a jutsu is being formed, or during a jutsu that requires the chakra flow to stay active, the jutsu is canceled. However, if the jutsu has been activated prior to activation of the Senmeigan and doesn't need the chakra flow to stay active for it to work [eg. a fireball], it works as it would work originally.

Manifestation && Control:
- All Senmeigan holders are born with the Dōjutsu active.
- One requires a lot of intense training to actually be able to deactivate their Dōjutsu at will and for as long as they desire.
- Said training revolves around the Dōjutsu holder training to take hold and control their chakra, which eventually leads to the Dōjutsu deactivating itself. When the user wants to activate it back, the only thing they need to do is mentally force their bodies to let go of their chakra flow, which is an easy feat for Senmeigan users since they were born in this state in the first place.

Chakra Cost:
Dojutsu is inactive -> only 50% of the user's original chakra is available to them for use
Doujutsu is active -> the user's chakra pool goes back to 100%, but the user can't use any of it because the dojutsu is in effect
